Bin collection changes

Many residents will have changes to their bin collections from week starting 18 September 2023. This could be a change to the bin day or to which bins are collected on a particular week. Bins may also be emptied earlier or later than they are now, so all bins need to be out by 6am on your collection day. The frequency of collections will not change. If your bin collections are due to change, you will receive a letter in the post. You can find out more and check when your collections will be at www.scambs.gov.uk/binchanges.

Temporary Traffic Regulation Order 23/857 – High Street, Toseland Road & Offord Road, Graveley

Please see order below for your information. This Order has been approved by Cambridgeshire County Council and will come into operation on 31 July 2023.

NOTICE is given that Cambridgeshire County Council has made an Order pursuant to the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991, the effect of which is to stop any vehicle from proceeding along High Street, Toseland Road and Offord Road, Graveley as lies between The Old Rectory and The Rectory Farm.

Access will be maintained to properties affected by this order.

The alternative route for vehicles is via Offord Road – Graveley Road – B1043 – Causeway – B1044 – A1198 – B1040 – High Street – Toseland Road and vice versa.

The Order is made to facilitate water main renewal, connections and associated works which are being carried out on or near this highway and it will come into operation on 31 July 2023 and continue until these works have finished or on the 30 January 2025 whichever is the earlier. It is anticipated that these works will be carried out between 31 July and 7
August 2023.

The Order shall not apply to any persons lawfully engaged in connection with any works for which it is made, any member of the Police Force, Fire and Rescue Service, Ambulance Service, a vehicle being used by Special Forces during the execution of their duties or to any person acting with the permission or upon the direction of a Police Officer in uniform.

Please note, the signing schedule has not been checked in detail. The signage of the closure must be in accordance with the Traffic Signs Manual Chapter 8 and must comply with the Safety at Roadworks and Street Works Code of Practice.  Adequate signing of the alternative route is entirely the responsibility of the applicant. The applicant MUST place Advanced Warning Signs at each end of the highway to be closed at least 14 days prior to the closure informing the travelling public of the start and end dates of the closure.

Graveley Parish Council has requested that Businesses Open as Usual signs are put out again and Cambridgeshire County Council has confirmed that these will be put out prior to works commencing.

Making Connections consultation report published

Consultation report published

A report outlining the results from the Greater Cambridge Partnership’s Making Connections public consultation has been published today at https://www.greatercambridge.org.uk/mc-22

More than 24,000 people responded to the consultation, which proposed measures to transform the bus network alongside better walking and cycling infrastructure that would be funded in the long term by the phased introduction of a road-user charge.

The key findings and the wide-ranging views – both in favour and against the proposals – are contained in a paper to the GCP’s Joint Assembly which meets next month.

The headlines are:

  • Over 70% of people were in favour of the future transport network – with more buses to more locations, cheaper fares and longer operating times supported by better walking and cycling infrastructure to give people faster, cheaper and more reliable travel alternatives to the car.
  • 58% of respondents opposed the proposed Sustainable Travel Zone (STZ) as the means for delivering the transport vision. Opposition increased with age from 35 to 64 with 55-64 year olds the most likely to oppose. Those who lived outside of Cambridge were also more likely to oppose.
  • 34% of people support the STZ as proposed. Support was highest among the youngest and the oldest respondents, who are more likely to find it most difficult to access education and healthcare due to the limitations of the existing bus network. Support was highest in the city centre and west of the city.
  • Around half of those who oppose the STZ did support the vision for better buses.
  • The views from organisations such as business, healthcare and others were broadly supportive of the plans but with caveats about the impact on staff or those who were vulnerable.
  • Additional representative opinion polling was carried out which showed opposition and support for a road user charge was more balanced.

The reasons for supporting or opposing varied but covered a variety of areas:

  • Those who supported the proposals were keen to get more frequent bus services, would be able to cycle more safely and generally were positive towards the idea of a charge to tackle climate change and reduce congestion.
  • While those who opposed felt the exemptions didn’t go far enough, and perceived a charge to be unfair, in particular on those travelling to Addenbrooke’s and Royal Papworth hospitals, and also believed there would be a negative impact on jobs.

With a large number of free text responses in the survey to supplement the ‘closed questions’, a lot of detail is now available about what people feel could be positive amendments to the scheme. These included changing the rate for cars, changing the hours, amending the discounts and exemptions and altering the boundaries.

The report will be discussed at the Greater Cambridge Partnership’s Joint Assembly meeting on Thursday 8 June.

East West Rail: Keeping You Connected – Route Update Announcement

We’re publishing the route update for East West Rail (EWR), which will see new train services connecting Oxford, Milton Keynes and Cambridge moving one step closer – unlocking the area’s potential to create jobs, grow the economy and attract investment for the entire country.

Our proposals will slash journey times across the region, create new opportunities for people to access jobs, green spaces and enjoy everything the area has to offer.

Our news is part of a wider government announcement the Chancellor of the Exchequer made this morning about plans to bolster the UK’s position as a global science superpower. This announcement recognises that delivering this new line is critical to improving connections between UK science powerhouses Oxford and Cambridge and will bring more investment to the region.

The proposals we’re announcing today for EWR have been shaped by the hundreds of conversations we’ve had with local people, businesses and other stakeholders and the thousands of responses we received from local people to our second non-statutory public consultation.

Alongside this announcement, we have also launched our Need to Sell scheme, which sets out support available for those property owners potentially impacted by EWR and takes into consideration the feedback received during our 2021 consultation.

We’ll continue to work on more detailed designs and proposals, which we’ll present at the statutory consultation which we expect to take place in the first half of 2024. This will be a key part of the process to apply for a Development Consent Order (DCO).

Coronation Celebrations

Essential Water Works

Cambridge Water will be carrying out water works in Graveley to install new water mains on the following roads:

  • High Street
  • Church Lane
  • Papworth Road
  • Toseland Road
  • Fieldings Place

Work will begin on 8th May and last approximately 12 weeks, with an approximate completion date of July 2023. They will being working on High Street, at the junction of Papworth Road, before progressing to the junction of Toseland Road. The majority of these works will take place between the hours of 7:30am and 5:30pm, but some work will be required outside of these hours to minimise traffic disruption. If this is required, Cambridge Water will provide prior notice.

In order to complete this work, Cambridge Water will be closing the High Street. Access to properties will be maintained throughout.

Cambridge Water may need to turn off your water supply for short periods of time, but will provide you with as much notice as possible.

To qualify a person must be a British subject, over 18 years old and an elector; or must reside within Graveley or within 4.8km of it; or occupy as owner or tenant any land or premises therein; or have their principal or only place of work there and must not be disqualified from holding office as a Councillor.

Graveley Village Litter Pick

The litter pick was a great success, with 16 bags of rubbish collected. Thank you to all of the volunteers who helped with this event and also to Yelling Parish Council for the loan of the equipment.
